which is the right way to add a ppa in debian repositories ?

Which is the right way to add a ppa in debian repositories via command line?
I proceed as is shown in :

sudo add-apt-repository ppa:some/ppa gives me error.For example:I tried to add follow ppa

gives me error: The website cannot be found/arrived ... (something like this.For the moment I am way from a Sparky Linux machine)
Adding qupzilla ppa was just an example;but generally:how to add in the correct and easy way a ppa in debian depositories by command line?
