I continue to experience this problem while running Sparky on a QEMU virtual machine. I can fix the problem in my case by adding this line...

/etc/environment

Then reboot.

It may slow the rendering of some HTML content, somewhere on your system. However, depending on your system and the applications that you use, it may not be enough of a slowdown to notice.
