i am new in linux and wondering if there is a way to install plank on  kde plasma

Well, lxqt uses it, it works such as it is in unstable.  However - they fixed it, it is back in testing after being taken out. I found 0.10 much easier to edit.  I installed dconf-editor and all it's dependencies to make changes that editing in nano used to work.  Mostly worked on by Ubuntu so locating bug reports best at  launchpad
/net/launchpad/enabled   . . .  sigh of remorse

edit:  but do you really want to add GTK3 to your QT5/KDE     Note: it does not clash on QT5 LXQT
