When installing minimalCLI the swap space must be installed on a dedicated partition.
I suggest options for installing without swap and for installing swap on file.
I started to post but I am only able to react negatively.
Not every possible combination is possible in the initial install in any distro to the best of my knowledge. In linux we have a very advanced thing called the terminal to modify things to our desire after the install. Failing that large sums of cash to the developers can work wonders.
