Title: Low CPU frequency on kernel 4.4.0

hI,
After installing minimal Sparky 4.3.0, I  dist-upgraded the system (openbox) to 4.4.0-1-amd64. My laptop is lenovo with i5 4200 processor.
When booting using kernel 4.4.0-1 cpu frequency is about 700 MHZ ,is not scalled and remind so despite running different applications.
When booting 4.3.0 it is properly scaled 0.8 to 3.1 GHz. I see it using -  watch grep \"cpu MHz\" /proc/cpuinfo.
Did the same on bare debian. It is similar.
What I'm doing wrong?

try to install the cpufrequtils the way you want to... and after that
try cpufreq-info

and check which governor is activated....

the governor by default should be "on demand" ... maybe you are
on powersave... so the cpu can't speed up... :-[

I think the problem was specific to lenovo i5. With next kernel frequency adopts to workload as needed.
