After installing Sparky Linux 6.6 semi rolling I get stable kernel 5.10

You seem to have no idea what you're talking about.

Sparky 6.6 'Po Tolo' (debian 11 'Bullseye') is the stable release of debian.

To clarify I downloaded and installed the Sparky semi-rolling version. but now I seemed to have the stable version. What can I do to get the semi-rolling version?

So what exactly Sparky version you have?
Show an output of:
cat /etc/os-release

So you downloaded and installed Sparky 6.6.
If you want Sparky rolling, you have two options:
1. download and make fresh installation of Sparky rolling
or
2. upgrade Sparky 6 to 7 following the wiki guide:
https://wiki.sparkylinux.org/doku.php/upgrade_6_to_7
