kernel panic-not syncing: VFS: unable to mount root fs on unknown block(2,0)

I have tried this every way I can think of. But no matter what I do I get to one line during boot that states "kernel panic-not syncing: VFS: unable to mount root fs on unknown block(2,0)" and it just stops.

I have tried all boot options
Default
toRAM
Console only


I have tried Version 4.9.2 and 5.7
Two separate computers both with i7's and at minimum 16GB Ram
16GB USB and a 128GB USB Sticks

I have use the format drive when creating the disk to prevent multiple kernels. (Something I read when looking for this )

Any ideas what this even means?
