Best/Safest Method to keep system up to date.

I read the WIKI, I browsed the forum, and I have looked at SparkyAPTus and measured the results of safe upgrade. I still don't understand what the best method to keep system up to date is?
The system upgrade tool works but it just loads the repositories and claims up to date before it has finished loading.
Would someone spell it out for me please? Use tool X in this way for best results. Thank you.
(I just installed SparkyISOHybrid64bit today. (KDE)

The System Upgrade tool should make what you need automatically (apt-get dist-upgrade) - it's the best way.
If you'd like to make it manually - run APTus, refresh package list, then upgrade the system (full upgrade).
The safe upgrade will upgrade only packages which don't need to install new, extra dependencies, what is not recommended in Debian testing.
